Dr. Detlef Houdeau is senior director of business development in the market segment identification at Infineon Technologies. He is member of Eurosmart, Brussels/Belgium, member of Silicon Trust, Leads/UK, member of the German industry forum DIF, Berlin/Germany, a joint working group between industry and government, with the focus on the e-Card programs of the German federal government, chairmen of BITKOM ́s working group “Chip Card and Identification Systems” and participant of the EU funding project “BioP@ss”.

Dr. Detlef Houdeau joined Siemens Corporate Technologies in Berlin in 1985, where he was responsible for the new production process for fiber optic components.

Dr. Detlef Houdeau moved to Siemens Semiconductor in Regensburg in 1994 where he first became head of packaging material development first, head of packaging & process improvement for smart cards in 1995, and then head of marketing for preassembly and packaging for smart cards in 1998. In 2000, after Infineon Technologies was spun off from Siemens, he became head of business development for RFID components and solutions at Infineon. Today, his focus is on eID projects in the public sector.

Dr. Detlef Houdeau has published approximately 50 papers and holds 40 patents.

“National eID and travel function in Europe: convergence or divergence?”

In CY 2009 nine States in Europe have national eID programs for government services in place, with Finland, Sweden, Estland, Belgium, Austria, Serbia, Italy, Spain and Portugal. It is expected in CY 2011, that this number would increase up to 15 States in Europe, incl. Rumania, Bulgaria, France, Germany, Czech Repubik, Germany and The Netherlands. This would be adress round 70% of the EU citizens (500 Million). On the other side, EU Commission have spend in CY 2008 round 100 Million
