Dr. Rajanish Dass

Speaks at ID WORLD on Emerging Countries

Dr. Rajanish Dass is currently a faculty in the Computer & Information Systems Group at the Indian Institute of Management, Ahmedabad. His primary research and teaching interests are in the areas of Strategic Management of IT throughout its complete lifecycle, IS/IT Portfolio Planning of organizations, e-Governance, Business Intelligence, Competitive Intelligence and Data Mining.

Dr. Dass had received the prestigious Infosys Scholarship for pursuing his doctoral studies. He was also the recipient of the Competitive Scholarship from the Marketing Management Association of the USA in 2003 and was one of the four invited members from India at the Copenhagen Consensus, 2004. He has published a number of research papers in forums like national and international research conferences, journals and as book chapters.He is a regular reviewer of various international conferences and international journals.

He was the External Consultant to the Ministry of Finance of India for all the IT initiatives for Direct and Indirect Taxes from May 2006 to March 2008 and was involved in the designing of the service portfolio of e-Seva centers in Vishakhapatnam, Andhra Pradesh and in select Common Service Centers in Jharkhand. He is a member of the Standing Committee leading the National Mission of Education by ICT of MHRD, India for designing the technology strategy for higher education in India. He has been invited as an advisor for modernization of the Public Distribution System by the Government of Gujarat. Currently, he has been involved in the project with the Cabinet Secretariat for the design and implementation of Performance Indicators for sixty ministries of the Government of India.


The Unique Identity Project in India is a flagship project as being highlighted by the Government of India and is being portrayed as a panacea for all ills that exist in the country. Although time can only tell about the efficiency and efficacy of the project, but the very launch of this exercise has made it the largest biometric based identity disbursing e-government project in the globe. This paper, tries to put the current UID project of India into a perspective to evaluate the set of issues and concerns, as pointed by various stakeholders and try to understand the degree of criticality of those arguments. In this light, the areas of concerns around the UID project in India are also being pointed out. Given the largest IT project in nay government globally, the topic is of immense significance besides being timely and the discussion can provide impetus to a series of research activities in the areas of public policy, Information Systems planning and execution as well as appreciating the risks that get associated with such large initiatives.
