Vasyl Lytvynov has 10 years of advising, consulting, teaching, research and practical experience in project management, including strategy development and project feasibility assessment, project planning, project monitoring and evaluation. He worked as a resource person for Université du Québec in Outaouais, Canada and as the project management advisor and consultant for SADCO Business Consulting, Canada. He has practical programme and project management implementation experience with International Finance Corporation (IFC), Danish Dancee, United Nations Development Programme (UNDP).

He teaches Project Design (International MBA, University of New Brunswick, Canada), Project Management in Marketing (Chartered Institute of Marketing, UK), Enterprise Operations (Chartered Institute of Management Accounting, UK) courses.


Counterfeiting and illegal trade of excisable goods nowadays, given the availability of high-tech, became a global challenge.

Annually, tobacco manufacturers lose over 12% of global sales and governments lose $40-50 billion in revenues due to illicit trade in excisable goods. Global losses due to illicit trade and illicit alcohol consumption (the latter is 50% of the overall alcohol consumption) are $4,2 bln annually.

Counterfeiting and illegal trade of excisable goods pose a serious threat to global and national security. Tens of millions of dollars originating from illicit trade fund terrorism and criminal organizations worldwide.

Excise stamp by itself is useful, but not the sufficient tool in fighting counterfeiting. Only an integrated and customized to the needs of individual countries approach is needed as a response to global challenges.

Therefore, we advocate an integrated security solution based on: (1) regulatory framework (customized); (2) ease of use; and (3) superior security.

The Excise Stamp Management Information System (The System), combining the Product (excise stamp with security elements), the hardware and the software components, is compatible with any type of stamp: the paper-based stamp, the digital mark stamp, or the RFID stamp.

The System includes: data centre, work stations, and terminal for field inspectors.

The System provides for different types of verification options: visual verification with a naked eye, by means of hand-held device and reading information from a hologram, using enhanced security features by means of mobile phone, hand-held device or via Internet.

The benefit of such an integrated solution is that EDAPS provides for its clients ‘one-stop-shop’ and the ‘turn-key’ types of solution combining both the product and the information system management solutions.
