R. K. Bajaj

Commissioner of Income Tax – Ministry of Finance, India

R. K. Bajaj joined Indian Revenue Service in 1979. Awarded R.S. Chadha Memorial Gold Medal for Best Probationer of IRS-1979 batch. Worked in various capacities in the Income Tax Department. Founder Director of the Nuclear Power Corporation of India Ltd (1987-88). Director, Central Vigilance Commission (Delhi: 1997-2002). Assisted the Minister of State for Finance (Revenue) (Delhi: 2007).

He has as keen and ongoing interest in use of information and communication technology for increasing efficiency and effectiveness of governance. He pioneered the use of computers in the Income Tax Department (Mumbai: 1988-89, Delhi: 1989-91) and managed computerization of personnel and finance systems in Nuclear Power Corporation of India Ltd. (Mumbai: 1987-88). He introduced computers in the Department of Atomic Energy (Mumbai: 1985-87) and has a special interest in reform of tax administration and improvement of taxpayer services, using ICT. Co-authored (with NIC) report on a comprehensive computer solution for the Income Tax Department (Delhi-1991).

lncreased mobility of people across the globe underscores the need for finding ways and means to create a universally relevant profile of the global citizen because citizen profile based on network of retationships is no longer sufficient. This daunting task requires a paradigm shift and the new model should offer the private sector a meaningful role and citizens may be allowed to provide inputs. The new model for profiling of the global citizen could leverage on opportunity for real time, seamless sharing and collaboration of information offered by the information and communication technology environment of the global village.
