Tariq Malik

Deputy Chairman – National Database & Registration Authority (NADRA), Pakistan

Mr. Muhammad Tariq Malik was appointed in strategic management role as Deputy Chairman by board members of National Database & Registration Authority (NADRA) in 2008, when he was leading Network Directorate of NADRA as General Manager. Mr. Malik brings 19 years of strategic management experience in implementing high profile citizen centric technology solutions in United States of America, Canada, Germany, Bahrain, Kenya and Pakistan. He is well-known in the project and technology management as a successful CIO, Senior Consultant Information Systems, Speaker, Writer, Trainer and Researcher of Information Technology in Public Sector. Prior to joining NADRA, he worked as Chief Technology Officer at Wayne County in State of Michigan, USA. Mr. Malik won “ID People Award 2011” by ID World EMEA (Europe, Middle East, Africa) in Abu Dhabi, He also won the distinguished “ID Outstanding Achievement Award 2009” by ID World Congress based in Milan, Italy and “Excellence Award 2002 Michigan, USA” for implementing Innovative Citizen Centric e-government Solutions . Mr. Malik has the honor to work as IT Advisor to Ms. Benazir Bhutto, former Prime Minister of Pakistan. Recently, he has been nominated as a member of technical committee of World Bank tasked to help deveoping countries to implement social reforms and enforce borderanagement using biometric technology. Mr. Malik has done Masters in International Management from Heidelberg, Germany, after having completed Masters in Computer Science from Quaid-e-Azam University Islamabad. As a professional, Mr. Malik participated as guest speaker and attended various executive leadership programs offered by John F. Kennedy School of Government, Harvard University, Massachusetts, Stanford University, California, and American Management Association, USA.

“NATIONAL IDENTITY SYSTEM – A CATALYST FOR SOCIAL REFORMS”

Gone are the days when secure ID document was considered primarily just an identity document, it now entitles government services that bring social reforms. This journey from product to service defines how Evidence of Identity (EOI) is the catalyst of change. A change in the way the government does its business of social governance. NADRA’s smart cards coupled with multi-biometric citizen database define eGovt agenda of social revolution in Pakistan. EOI is the key now to qualify for specific citizen centric services or government interventions. With adult registration soaring up to 92%, government of Pakistan is using NADRA’s identity management system to its competitive advantage. In last three years the democratic government made very successful interventions to reach out the people, may it be financial inclusion programs for the most vulnerable women population (Benazir Smart Cards), or citizen damage compensation program for the flood victims (WATAN Cards), or terrorism victim care program for internally displaced people (IDP Smart Cards) or refugee registration program to empower Afghan refugees with an identity under Geneva Convention (ANR Cards) or foreign remittance encouragement program for Pakistani diasporas living abroad (NICOP Smart Cards) etc. Similarly, strategy of tax reforms in which identity of taxpayer is matched with citizens profile stored in identity database is already paying its dividend by increasing tax collection and electoral rolls based on ‘One Identity Card, One Vote’ ensuring transparency and thus strengthening democracy in Pakistan.
